Ubuntu 12.10 final ISO images have started to show up in their official website : http://releases.ubuntu.com/quantal/. At the end of this release page, you'll find the final ISO images which are uploaded on the 17th of October. But I recommend not to download these images now. Ubuntu haven't officially announced the release so they can take out these images and make final adjustments. It have happened to many other software and it might happen today also. So, wait till its officially announced! We'll let you know!
